Biography

Brig. Gen. Andy “Spoo” Clark is the Commanding General, North Atlantic Treaty Organization Intelligence, Surveillance, and Reconnaissance Force, stationed at the Italian Air Base, Sigonella, Italy. NISRF operates the RQ-4D unmanned aircraft and conducts unified intelligence, surveillance, and reconnaissance operations in support of NATO and the Supreme Allied Commander Europe.

Brig. Gen. Clark entered active duty in January 1996 following his commission from the Reserve Officer Training Corps at the University of Wisconsin. He served in several leadership positions at the squadron, group and wing level, including Commander of the 99th Expeditionary Reconnaissance Squadron at Al Dhafra Air Base, United Arab Emirates, Commander of the 9th Reconnaissance Wing at Beale Air Force Base, California, and Commander of the 380th Air Expeditionary Wing at Al Dhafra AB, UAE. He is a command pilot with over 4,200 hours in the U-2S, the AC-130U and various other aircraft. He accumulated nearly 1,400 combat hours during missions in Bosnia (1998), Kosovo (1999), Afghanistan (2001-2021), and Iraq (2003-2022).

Prior to his current assignment, Brig. Gen. Clark served as the Commander, 380th Air Expeditionary Wing, Al Dhafra AB, UAE.

He has been awarded the Legion of Merit with one oak leaf cluster, Distinguished Flying Cross with valor device, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Air Medal with seven oak leaf clusters, Air Force Combat Action Medal, Joint Meritorious Unit Award with oak leaf cluster, Gallant Unit Citation with oak leaf cluster, Meritorious Unit Award with oak leaf cluster, Air Force Outstanding Unit Award with valor device and three oak leaf clusters.
